Mars-class Targeting Matrix

In Armada, it is stated that most Mars-class battlecruisers have had improved targeting matrixes installed. Does this mean all Mars-class battlecruisers should be treated as having this upgrade, without the extra points cost mentioned in the original rulebook?

Nope.  It is just a background bit. The targeting matrix has become a common upgrade within the navy but you still have to pay the points if you want to take the upgrade.
