Any fleet restrictions it should have?
 I was thinking 1 per 500 points and it does not count against a fleets NC restrictions (essentially giving you 2 per 500 points)

I like that.

How about something like this. When the first one fires, it is a ranging shot. The rest center off of the first shot if they choose and scatter only 1 d6 from that spot if they do not get a direct hit.

Coming back to BFG after a long time off.  I am looking to update my Chaos forces and actually have a few hulls laying around that haven't been put together.  I was wondering if there was another design based off of the Despoiler hull?  Also...

Hellbringer Class Planetary Assault Ship (CH)
Emasculator Class CA (CH)
Pagan Class System Control Cruiser CL (CH)
Enticer Light Cruiser CL (CH)
Pestilaan Class CL (CH)

...have these been done as of yet or are their rules I can help to play test?

They are planned. I have the first draft of their rules done but have not put up the Chaos DEV thread yet (finishing up everything Imperial First). Expect to see Chaos sometime late AUG- Mid SEP

I was thinking for the torpedo boats, give them stats of a cobra but each stand of three may be replaced by a single s6 torpedo Salvo during controlling players ordnance phase.

New Draft. Ignore Space Marine Page #s. I have to put in all the IN fleet lists after the high conveyor and they will push SM even further back, which is why I haven't bothered to update them yet.

I increased the Neptune from 190 to 205 and the chalice from 215 to 235

finally finished my majestic class a while ago but unfortunately i didnt have an emperor style prow and so opted for a retribution prow, torpedoes and all.
do you think that would be too powerful as a straight swap?
remove the +1 leadership and prow batteries for a strength 9 torpedo salvo.
am just conscious that it becomes quite an ordnance monster when combining the bombers and the torpedoes? 
maybe it could be an option?
over the milennia the uber sensor arrays and comms have been cannibalized from many left over majestics for use on more renowned vessels like the emperor class blah blah and a common replacement is prow torpedoes type thing?
