I was playing as chaos and as I have no missile troops and didn't want the cannons just having free will to blast apart my walls I placed 2 chaos warriors and my hero on a dragon and my 2 sorcerer's outside of the walls. 

This proved very troublesome for the dwarf player and then there wasn't enough to storm the castle walls effectively.

is there a rule anywhere saying that the "defender" cannot deploy troops like that? Other than the actual deployment zone but I would think everyone would have a sacrificial forward defense line to take out anything it could by outmaneuvering the siege towers and battering rams.

thoughts, past experiences?

It seems reasonable to me. Those troops would have been rock solid in a defence on a wall, or just defending the ruins. Sallying forth to take out war machines is a siege classic- and something the Dwarfs should be prepared for. Surely the Dwarfs should have had enough cannons and handgunners to give the unprotected Chaos Warriors a very bad day?

I think a house rule that you can always target the walls would make sense to avoid cheese!
I really would love to buy some Warmaster Kislev, Araby, Bretonnia, Vampire Counts, Chaos demons ...

that rule applies already, if you choose to shoot cannon at the walls then you can but what about line of sight? and then the siege equipement?  you need to protect them against attacks and keep them safe until they get to the wall  :)

attempting to move the siege equipment costed 2 turns and in the end I got the battering ram and the movements blocked the LOS of the cannons for 3 turns total, 4 turns to knock out the 2 warriors supported by 2 sorcerors and a hero on a dragon.

I have to admit, it was a lot of failed orders by the dwarf heroes that made it so disastrous for the player
