Is there anything stopping this situation from happening.
It's
my opponent's turn
. His ship is within 10cm of one of mine and its shields are down (or is Eldar). I now initiate some delicious Hit and Run attacks in the End Phase.

Better ship placement.
Make sure your ship is braced. Eg the ship now being targeted made a mess in its own shooting phase...
Brace yourselves.
It is only one attack per vessel anyway.

So you can initiate H&R when it is not your turn. Sweet, that is how we have been playing.

At first, I thought that was insane and wrong. However, the wording of the PDF of the original rulebook does not state that it has to be the End Phase of YOUR turn.
You can do a Teleport Attack if
ALL
of the following are true:
-You are within 10cm of the enemy in the End Phase (note it does not specify YOUR End Phase)
-The enemy has its shields down or has no shields (i.e. if they are Eldar or ran over a lot of Blast Markers during their Movement Phase)
-Your ship is not an escort
-Your ship is not on special orders
-Your ship is not crippled
-Your ship has more hull points than the enemy ship
-Your ship has not made any other Teleport Attack during this turn (i.e. you only get one Teleport Attack)
Remember the second to last one! I constantly forget it!

This situation has oddly come up way more in my latest games, mainly because I keep playing against Dark Eldar, and I've done lots of...well mainly ineffective H&R attacks, though smacking a blast marker for reduced speed is fun.

Teleport attacks is the most forgotten option in the game.
