My buddy and I used Powerpoint for our campaign map. There's this space picture in the background, the rest are circles connected by edges (there are certain anchor points on objects in Powerpoint, so they stay connected if you move them) and there is the one or another embedded and scaled vector graphic for the faction signs.

+1 to PowerPoint! That's what I'm using for the map on the MBS BFG campaign. Came out looking like this:



Best part is that its easy to edit, to show when planets change hands, etc.
