Like Dan says, Warp Rift has it. :)

On Eldar being moved. iirc this was an effect of the sunburst phenomena. Eldar ships got moved or at least turned their prow.
'riding'the flare' or something.

yes they could avoid damage by turning to face away from the flare and moving iirc a random distance
I don't make the rules, I just think them up and write them down.

If anyone is interested in parts of the game.

E.g. just the rules and carts to proxie with already owned equipment or one of the ships. Just write me an PN (the sea-map is already gone for someone though). We have to see if its reasonable for a price (and postage) but at least its an offer to get only parts of the game.
