Can I create other characters, like vindicare assasin or y shloud use only the boock characters?

Yes, you can create any character you want. Almost no one uses the characters in the rulebook - why would you when you can make up your own?

There are already rules for a Vindicare assassin (they were in Fanatic Online and might have been uploaded to this site already), however Officio Assassins are far too powerful to really be used as PCs and should generally be left to the GM to use as NPCs.
