Can anyone give me a run down on the Gutter Runners? Are they difficult to use? I assume they are supposed to be like Skaven flyers to a degree to get behind units etc. but the rules seem to make them awkward.

I always use them. A few thoughts:
*They're great to deploy with your regular brigades as a rear guard with their 360 shooting to deter the other side's fliers.
*When I bring them in from the tunnels, I always do so from terrain since the board edge is often too far away to be meaningful.
*Their effect is very dependent on what your opponent does. If he's undead you can forget about -1 command to his rolls but if he parks his artilllery with their back to terrain he's in for a (hopefully, you still need to pass the command test) surprise.
*The psychological effect is problably bigger than the real one against a player who knows what he's doing.

Move one of your commanders towards ANY terrain feature and most opponents will go out-of-their-way to avoid that part of the table.....
I would not say flyers, they interdict more kinda like arty

How many units of Gutter Runners would a typical Skaven army include? Are they a super-useful unit where you always stay at your maximum allowance, or do you tend to just have one or two per 2000pts, or similar?

I usually max them, their have their use as area denial, arti guard and they count for BP, without the need to put them on the table B-)
